The 60th Legislative Session is officially over with both the Senate and then the House voting to sine die by party line vote.   Unofficially, we’ve heard that a special session might be called for in a few weeks, giving the Legislature some time for a break.  

Major tourism/film industry bills:

SB 284 (Moss/Perry) Revise allocation of bed tax and taxes on rental cars – “The Best Place First Bill”, Tourism Partners Plan.  This bill made it to the Governor’s desk yesterday.

HB 40 (Gallik) Revise state movie incentive laws – “Big Sky on the Big Screen Act”. 
This bill was placed on the Governor’s desk Wednesday. 

The Governor has ten days, once the bill reaches his desk, to take action on these bills.  The Governor has three options: sign the bill into law, not sign the bill and the bill would become law, or veto the bill.  If the bill is vetoed, it would required a 2/3 vote by both the senate and the house to become law.  With the session adjourned, the Secretary of State’s office would need to poll each legislator. 

Additional Highlights from this past week:

HB 235 (Dutton) Business improvement district law.  Signed by the Governor.

HB 299 (Milburn): Revise laws governing ski areas and passenger ropeways.  Transmitted to the Governor.  

HB 480 (Lake) Fund restoration and maintenance of Daly mansion Transmitted to the Governor.

The Montana Promotion Division is monitoring a number of bills that effect administration of state programs, as well as various aspects of the tourism and film industry.  The chart below is for introduced bills that may have a direct impact on the accommodation tax or issues important to the tourism and film industry. 

When looking at the status of a bill on this chart, here are some helpful hints:

  • Referred to committee means the bill has been assigned to the committee, but the hearing date has not been set.
  • Hearing means a hearing is scheduled.
